Specificfic events preceded the formation of the criminal enterprise of the Government, both US and State, which eventually brought about the “Racketeering Influenced and Corruption, where the actors were the Attorney General of the State of Louisiana et al. al., listed on page 7 of the Civil Complaint multiple lower level employees including but not limited to three (3) fake employees hired to divert payroll to the members of the criminal enterprise through Cash App transfers, and two criminal defense lawyers who stood, in inaction, and did nothing despite awareness and knowledge of this ongoing criminal enterprise.
The criminal investigation of 2018 by the Federal Government of Dr. Akula allowed both defendants listed in the complaint, Murphy and Anderson, to capitalize and design a payroll fraud scheme to skim hundreds of thousands of dollars from Dr. Akula, believing they would not be caught with the ill-gotten gains of their criminal behavior.
Soon after that, Defendant Anderson befriended the Assistant United States Attorney (AUSA) Kathryn McHugh and began engaging in an elaborate criminal behavior scheme to convict Dr. Shiva Akula MD on trumped-up charges of health care fraud.

NOW INTO COURT, Plaintiff, Dr. Shiva Akula, hereby submits his

ANSWER:
Defendant McHugh: directing, instructing, and influencing the state player, Defendants Landry, and Green, to halt the state criminal investigation into the perpetrators of the payroll fraud because these are also McHugh’s star witnesses whom she needs to keep unencumbered and without arrests or any prosecution by District Attorney. Defendant McHugh also directed instructing and influencing Mississippi Administrator and Defendant Seymour from purposefully letting the appeals of Medicare denials lapse to deprive Akula of the benefit of reimbursement.
Defendant McHugh also directed, instructed, and influenced Defendant Anderson to recruit loyal witnesses who would testify falsely against Akula, knowing that Defendant Anderson influenced these witnesses due to their involvement in the payroll fraud where Anderson and her cronies were lining their pockets with fraudulent transfer of payroll checks to the tune of hundreds of thousands of dollars.
Defendant Landry– conspiring with Defendant McHugh and allowing the state criminal investigation to be halted in order to protect the perpetrators of the payroll fraud free from arrest and state prosecution until after the federal government uses these individuals as the government’s star witnesses

Defendant Xavier Becerra: retaliating by participating, approving, and encouraging the initiation of a criminal investigation in order to recoup the more than $700,000 settlement amount that was lost by the Department of Justice
Defendant Kelly Anderson: Anderson played a central role in the structure of the enterprise and was the mastermind of the payroll fraud scheme along with Defendant R. Murphy, who designed, operated, and maintained the payroll fraud in the following manner:

Currently, Craig Famularo is the assistant to the Orleans Parish District Attorney who is working on it and claims he has more than 100 days to review before they need to be charged and has yet to release all the information; he initially was not even willing to release the names of the arrested, and Robert Chadwick is the one who left a voice message that these four arrests were made and are charged as well. Mr. Famularo denied the charges and said he had to investigate it.
This is nearly two years of investigation, and Dr. Black had email confirmation from Chadwick that the criminal investigation is near its end with possible arrest and then was put on hold allegedly at the instructions of Katharyn McHugh.

Jeffrey Landry, Attorney General for Louisianna, the Republican front runner of the Gubernatorial race, is running ads that he is tough on crime and small businesses like mine had no help.
One of the defendants, Ms. Hastings, even started paying back, hoping to get a civil settlement, and cashier checks were not cashed at the instructions of Jefferey Landry’s office.
