“Jury Wrongfully Convicts 9/11 First Responder and War Veteran, Dr. Neil Anand, in a Case Alleging Corporate Insurance Fraud”
PHILADELPHIA, PA– A jury in March 2025 found Dr. Anand guilty of prescribing without a legitimate medical purpose, concluding a controversial trial that his defense team and supporters have long argued was a politically motivated effort to criminalize compassionate medical care.

The verdict comes despite compelling evidence that Dr. Anand’s prescribing practices were within the mainstream of medicine and that the prosecution’s case was built on cherry-picked evidence and fraudulent claims. That what the prosecution labeled “crime” was, in fact, compassionate care, backed by rigorous patient monitoring and multi-modal therapies designed to help chronically ill patients.

Dr. Anand is a cardiac anesthesiologist who graduated from Albany Medical College in New York. A decorated physician, he was the youngest doctor at Ground Zero on 9/11 and served his country as a lieutenant in the United States Army, where he worked at Walter Reed.
Dr. Anand was indicted in 2019 for healthcare fraud after the prosecutors presented a case built on only six patients, all of whom had documented pain and were already on controlled substances from their primary care physicians before being referred to him. His medical records show that Dr. Anand sought to slowly taper these patients’ opioid doses and introduce non-opioid medications like muscle relaxers (Diclofenac) and localized pain reducers (Lidocaine patches). All patients in question had verified that they were using these non-opioid medicines, and some had signed auto-refill agreements. Despite this, two disgruntled staff members, who had been fired as well as some patients, were given immunity—a “free pass to lie.”

The legitimacy of Dr. Anand’s care is further evidenced by the fact that these same six patients are still being prescribed both opioid and non-opioid medications by their current providers.

The injustice was compounded on September 25, 2019, when the FBI ransacked Dr. Anand’s home, stealing patient co-pay funds, family heirlooms, and valuable property, which included bitcoins and precious metals. Additionally, credit cards were stolen and then used for an unauthorized shopping spree totaling nearly $30,000. These serious crimes extend to the core of the investigation itself, with claims that the FBI accessed patient medical records without a search warrant and modified both patient notes and medication lists, potentially tampering with evidence.

The case against Dr. Anand, who worked in the underserved Kensington and Frankfurt areas, allegedly began after he prescribed an expensive painkiller to an Independence Blue Cross Blue (IBC) insurance patient with cancer.

When Dr. Anand refused IBC’s demand to alter his medical notes to state that the patient did not have cancer, IBC canceled his network contract and also stopped all payments for patients with out-of-network benefits, prompting patients to complain to the Pennsylvania Insurance Department.
Independence Blue Cross Blue Shield, in partnership with Healthcare Fraud Prevention Partnership (HFPP), a collaboration between private insurance companies, law enforcement, and government agencies, initiates criminal investigations against doctors in retaliation against those providers who file complaints with the State Insurance Department for failure to pay claims. IBC, a member of the Healthcare Fraud Prevention Partnership (HFPP), exploited this partnership to transform a private billing dispute into a federal criminal investigation, effectively weaponizing a public-private alliance to retaliate against my son, who refused to compromise his ethical standards.

Independence Blue Cross Blue Shield’s massive fraud extends to demands for restitution. For pecuniary gains, IBC fraudulently includes claims already paid by another insurance company and/or claims attributed to doctors who had no affiliation with Dr. Anand. Independence Blue Cross Blue Shield alleges that it paid claims when, in fact, the claims were paid by other insurance companies, such as Aetna, UnitedHealthcare, or Highmark. For example, a federal claim of $346 was paid by Highmark, but IBC fraudulently alleges that they paid $886. There are multiple similar fraudulent claims by IBC, thereby artificially inflating the total value of alleged billing and payments. (1)

By fabricating and exaggerating claims, IBC is actively committing massive fraud against the federal government, further demonstrating a pattern of corporate malfeasance.

The jury’s verdict, based on witness perjury, found Dr. Anand guilty of prescribing without a legitimate medical purpose. This creates a profound logical contradiction, as the very patients at the center of the case continue to be prescribed opioids and non-opioid pharmacological therapy by their current doctors for the same chronic conditions.
This verdict sets a dangerous precedent for all physicians, particularly those who treat at-risk and underserved populations.
Dr. Anand’s case illustrates the perilous implications of HFPP partnerships, where private entities can exploit government power to advance their financial interests. By sharing patient data without the patients’ consent, Independence Blue Cross Blue Shield is able to manipulate the system and trigger an investigation by federal agencies. This raises serious questions about the oversight and accountability of such partnerships, and whether they can be used to unfairly target physicians who challenge the financial interests of large insurance corporations.
For six years, Dr. Anand’s requests for documents under the Freedom of Information Act (FOIA) have gone unanswered, leaving him unable to fully challenge the scientific validity of the evidence used against him.

The legitimacy that Dr. Anand prescribed for medical necessity is evidenced by the fact that the Government’s six patients are still being prescribed both opioid and non-opioid medications by their current providers. The prosecutors seek to incarcerate my son for 30 years on Sept. 9, 2025, to prevent him from exposing Independence Blue Cross Blue Shield’s massive fraud against the Federal Government.
