BACKGROUND OF DR. GUVEN UZUN, MD
Dr. Guven Uzun is a 54-year-old Turkish male born in Ordu, Turkey, where he was raised and lived until age 17 when he moved out on his own. He stated that both his parents raised him, and he described his mother as being the best ever, that she was terrific, and that they had an excellent relationship up until she died in 2016 at the age of 79.
Dr. Uzun stated that he felt she loved him more than any other person and that he also had a good relationship with his father, who he described as being a little rough on him but that being part of his dad’s culture and was not specific to him.
He related that dad passed away at the age of 84 in 2017 that as he got older, the relationship with dad got better and better, and that he was the second to last of eight children with a younger sibling by seven years being “an accident.” Dr. Uzun reported that growing up he felt closest to his mother, that he really didn’t want to be like anyone he knew when he grew up, and that he couldn’t really tell who he had turned out to be most like.

Dr. U wants to amend the complaint, to include fraud cause and $500 mil punitive damages against City of Santa Monica, since it is newly discovered that COSM committed unlawful acts to avoid paying damages to Uzun.
1.Santa Monica committed fraud when they organized unlawful acts with the attorney general’s office. To avoid paying damages, they planned and made Dr. Uzun’s license denied based on false and irrelevant accusations that he’s bipolar.
2.To carry their unlawful acts, COSM appointed their partner Dr. Rudnick to do IME on Uzun. When Dr. Rudnick was appointed, Uzun objected based on conflicts of interest but he was forced. In the IME report, Dr Rudnick only accused that Dr. Uzun is bipolar although the IME was to evaluate Uzun’s emotional distress caused by COSM’s police abuse.
3.Later Dr. Uzun’s medical license was denied based on Dr. Rudnick’s IME report containing false/irrelevant accusations. Uzun’s mental state is totally unrelated to the cause of revocation of his medical license.
4.Evidence: COSM listed the attorney general in their witness list ,which shows their ongoing conspiracy, fraud, deception to blackmail Dr Uzun’s licenses.

DOCTOR FISCHERS REPORT
Dr. Uzun appears, for all intents and purposes, to be a hardworking, dedicated individual who has struggled with some poor decision-making and what appears to be an unfair, punitive experience with the Medical Board of California in the revocation of his license for the past ten years, leaving him to struggle with the emotional and economic consequences of that experience.
His test results indicate that he was honest in his answers, as they didn’t hide his past difficulties with anger. Still, those results do not indicate that he is any danger to anyone, whether as a member of society as a whole or in any work situation.
He takes personal responsibility for his part in that outcome and now seeks to try and piece his life back together professionally, having learned how his approach to people can sometimes work against him.
Dr. Uzun’s commitment to his children and family as a whole have stopped him from leaving the US to find work in his chosen profession, thereby hindering his ability to earn an income commensurate with his education and experience, which has harmed his marriage.
In the interview process, I found Dr. Uzun to be an earnest individual trying to piece his life back together after a series of unfortunate circumstances. Along with the testing producing no evidence of psychopathology, I am led to the conclusion that, in my professional opinion, Dr. Uzun poses no more threat to the general public or the patients that he will work with than any other normal individual would.
