HISTORIC BACKGROUND OF THE DRUG WAR: RACE, TRADE, AND SUPPRESSION
The understanding of “The War on Drugs” is understanding the rape of China and that racism is an integral part of the structure of the economy of the United States of America. If one has properly been studied in pharmacy and the origins of medicinals such as Opium and the cultivation of the poppy seed plant then it is nearly impossible to not stumble upon the “Opium Wars.”
Understanding “The Opium War” is also understanding that much of the wealth of the American Elite was built upon the forced imposition of opium onto China. The gold mine of drugs (opium) for the American elite in the 19th century funded much of the industrial revolution endowed universities such as Harvard, Yale, Princeton, Brandeis, while China and its people were victims; “the sick man of Asia.”
Thus it is acid etched into the minds of every living person within the Chinese State one will never be allowed to forget the 100 years of humiliation. Stratification of the Chinese Economy by Britain, the United States, Japan, and other Colonial powers was an essential component in controlling the people of China.
According to Peter Coy June 4, 2020, writing for Bloomberg Businessweek:
“Any modern analysis of race relation has to be grounded in the fact that the United States of America was built on the backs of enslaved African and that leading thinkers of the day defended slavery based on economic grounds.”
Coupled with the China Trade in Opium that built, fueled, and funded much of the industrial revolution in America generating massive wealth. Most, importantly, this helps further to understanding the attitudes of the Chinese Government and its people toward the United States and European Powers.
China through communism educated its people. The Chinese learned how to integrate socialism and capitalism, (they used socialism to get their act together) to educate and train their own people. When China succeeded at education, they employed capitalism against the West and beat them at their own game. The discussion between communism and capitalism has always been who would control the means of production and distribution, either one can produce or one can’t.
The 100 years of humiliation have further taught China, that no power will ever get close enough to ride its warships (armed with HVP guided projectiles) up the Yangtze and Pearl Rivers without facing a significant deterrent.

According to New York Times article 1997:
Losers rarely name wars, an exception being the conflict between Britain and China from 1839 to 1842, known bluntly ever since as the Opium War. To most Chinese, a century of humiliation began with this war, in which Westerners sought to force a deadly drug on an Asian people, and then imposed an unequal treaty that pried open their country and annexed the island that became Hong Kong.
In embarrassing truth, that is essentially what happened. As Hong Kong reverts to China at month’s end, many of us for the first time may see a bit of history from a different end of the telescope. Yet a further point needs making. Even the authors of the Opium War were ashamed of it, and Western protests against it marked the beginning of a concern with international human rights that in a fresh turn embarrasses today’s leaders in Beijing.
Along with the slave trade, the traffic in opium was the dirty underside of an evolving global trading economy. In America as in Europe, pretty much everything was deemed fair in the pursuit of profits. Such was the outlook at Russell & Company, a Boston concern whose clipper ships made it the leader in the lucrative American trade in Chinese tea and silk.
In 1823 a 24-year-old Yankee, Warren Delano, sailed to Canton, where he did so well that within seven years he was a senior partner in Russell & Company. Delano’s problem, as with all traders, European and American, was that China had much to sell but declined to buy. The Manchu emperors believed that the Middle Kingdom already possessed everything worth having, and hence needed no barbarian manufactures.
The British struck upon an ingenious way to reduce a huge trade deficit. Their merchants bribed Chinese officials to allow entry of chests of opium from British-ruled India, though its importation had long been banned by imperial decree. Imports soared, and nearly every American company followed suit, acquiring ”black dirt” in Turkey or as agents for Indian producers.
Writing home, Delano said he could not pretend to justify the opium trade on moral grounds, ”but as a merchant I insist it has been . . . fair, honorable and legitimate,” and no more objectionable than the importation of wines and spirits to the U.S. Yet as addiction became epidemic, and as the Chinese began paying with precious silver for the drug, their Emperor finally in 1839 named an Imperial Commissioner to end the trade.
Commissioner Lin Tse-hsu proceeded to Canton, seized vast stocks of opium and dumped the chests in the sea. This, plus a melee in which drunken sailors killed a Chinese villager, furnished the spark for the Opium War, initiated by Lord Palmerston, the British Prime Minister, and waged with determination to obtain full compensation for the opium. The Celestial Empire was humbled, forced to open five ports to foreign traders and to permit a British colony at Hong Kong.
But as noteworthy, the war was denounced in Parliament as ”unjust and iniquitous” by 30-year-old William Ewart Gladstone, who accused Palmerston of hoisting the British flag ”to protect an infamous contraband traffic.” The same outrage was expressed in the pulpit and the press, in America and England, thereby encouraging Russell & Company and most other American businesses to pull out of the opium trade.
Warren Delano returned to America rich, and in 1851 settled in Newburgh, N.Y. There he eventually gave his daughter Sara in marriage to a well-born neighbor, James Roosevelt, the father of Franklin Roosevelt. The old China trader was close-mouthed about opium, as were his partners in Russell & Company. It is not clear how much F.D.R. knew about this source of his grandfather’s wealth. But the President’s recent biographer Geoffrey Ward rejects efforts by the Delano family to minimize Warren’s involvement.
The family’s discomfort is understandable. We no longer believe that anything goes in the global marketplace, regardless of social consequences. It is precisely this conviction that underlies efforts to attach human rights conditions to trading relations — to temper the amorality of the market — a point that, alas, seems to elude the Socialist soon-to-be masters of Hong Kong.”
WARREN DELANO: PUTING WARREN DELANO’S HISTORY WHERE THE GOATS CAN GET IT
Simply putting Warren Delano in today’s language, he was both slave trader and international drug dealer on an even higher scale than El Chappo Guzman or Pablo Escobar. Mr. Delano worked for a major drug cartel supported by governments. Mr. Delanoe and other families hid their ill-gotten gains through endowments and support to nearly all Ivy League universities. Through generations, many have benefitted from the education and research received at these universities especially their law schools.

STRATIFICATION ECONOMICS AND THE CHINA TRADE(OPIUM TRADE)
According to Sibing He, “Hong Kong and America’s China Trade in the Nineteenth Century,” paper presented at the International Conference on Hong Kong in the Global Setting, organized by the Department of History, the University of Hong Kong, 10-12 January 2011:
The first British consul at Shanghai, Captain George Balfour, arrived in the port city in November 1843 and formally declared the post open to foreign trade. British and American trading firms soon rushed to Shanghai, the gateway to the Yangtze valley, in order to gain access to the richest market in central China. This regional entrepôt was immediately transformed into the center of international trade. Henry G. Wolcott, the representative of Russell & Co., went to Shanghai soon after the city was made a treaty port in 1843. In the same year, Russell & Co. also sent G. F. Davidson to the newly established British Crown Colony of Hong Kong to serve as its agent. By 1844, only a year after opening as a treaty port, Shanghai housed eleven British and American mercantile firms with a total of twenty-three traders, including the prominent British firms, Jardine, Matheson & Company, and Dent & Company.
The China trade in the 19th century was the foundation of the wealth of several New England families, who in turn helped to finance in the industrialisation in the USA, particularly the development of railroads to the American West. At the centre of this elite network of families were three brothers: Thomas Tunno, Robert Bennet, and John Murray Forbes. Their mother was the youngest sister of Thomas Handasyd Perkins, a leading public figure in Boston and the founder, with his brother, of the firm J. and T.H. Perkins of Boston and Canton. In 1830 the firm was merged with Russell & Company, a commission agency founded by Samuel Russell in Canton in 1824 to trade opium, woolen and cotton cloth, and other commodities in exchange for silk, porcelain, and tea. The Forbes brothers led Russell & Co. – in its heyday the most powerful American merchant house on the China coast – from 1830 to its dissolution in 1891.

Therefore, countries like China are very unlikely to give the United States any sort of sympathetic understanding as to the “Opioid Epidemic” we are suffering through.

NIXON’S WAR ON DRUG WAS A DECLARED WAR ON BLACKS AND WHITE HIPPIES

The attack on black-owned pharmacies is a directed extension of Richard M.Nixon’s campaign of 1968. The Nixon White House had two enemies: the antiwar left and black people as stated by John Ehrlichman then chief of Nixon’s domestic policy.
“Do you understand what I’m saying? We knew we couldn’t make it illegal to be either against the war or black, but by getting the public to associate the hippies with marijuana and blacks with heroin, and then criminalizing both heavily, we could disrupt those communities. We could arrest their leaders, raid their homes, break up their meetings, and vilify them night after night on the evening news. Did we know we were lying about the drugs? Although Black Americans are no more likely than Whites to use illicit drugs, they are 6–10 times more likely to be incarcerated for drug offenses. Helena B. Hansen, an assistant professor in the Department of Psychiatry at New York University, examines the recent history of White opioids to show how a very different system for responding to the drug use of Whites has emerged, in which addiction is treated primarily as a biomedical disease.
Meanwhile, more punitive systems that govern the drug use of people of color have remained intact. At this seminar, Dr. Hansen argues that public concern about White opioid deaths creates an opportunity to reorient U.S. drug policy toward public health for all—and make proven harm reduction strategies widely available.”
STRATIFICATION ECONOMICS AND THE BLACK-OWNED PHARMACY
Stratification economics represents an important new approach devoted to explaining economic inequality in terms of how social groups are separated or stratified according to relative group status. Stratification economic treats racism as rational. The focus of stratification economics, an emergent subfield in economics (now included under JEL classification Z13), is group-based inequality and the social-economic hierarchies associated with individuals’ identification with social groups, allegiance to which is manifested in asymmetries between their pro-own-group and anti-other-group behaviors.
That is, in stratification economics stigmatization and prejudice need to be understood in terms of intergroup dynamics and hierarchical differences in power between social groups, not in an individualistic way as in the neoclassical ‘taste for discrimination’ approach and its relationship to black -own pharmacies.

UNDERSTANDING THE RACIAL ASPECTS OF THE OPIUM WARS ON CHINA
These tribulations are no different from what our forbearers experienced, Predatory Policingthat enforces Regulatory Racism. Therefore, it is not a matter of what you’re doing right, it is about putting you in your place. A place of eternal servitude, despair, and the maintenance of generational subjectivity (we are but low-hanging fruit). There is absolutely no evidence of diversion not in Pronto, At Cost, Superior Drug Pharmacy, Lincourt Pharmacy what interpretation that corresponding responsibility act as a cop and results in withholding of medications without putting anything in writing.
Lincourt Pharmacy of Clearwater, Florida has been in business for nearly 40 years. They are a specialty pharmacy in compounding sterile and non-sterile products and was doing over $15 million per year with sales all over the world. Louis Lassiter, who is the pharmacist-owner states that “his business dropped dramatically when the DEA came around and began targeting and harassing his wholesalers.” Let’s not be fooled. This the work of Susan Langston and demonstrates how the DEA begins to target Black Own Pharmacy Businesses.
DEA: THE INTIMIDATION AND CORRUPTION

THE DELIBERATE WRONGDOING EXPOSING DEA CORRUPTION THEIR INTIMIDATION OF WHOLESALERS
On August 29, 2019, a well-coordinated attack implemented by both the DEA and Florida Department of Health was waged on Pronto Pharmacy. Their actions were beyond the scope of service of a certified law enforcement agency. Upon entering, a DEA Agent is videotaped removing and disabling Pronto Pharmacy’s camera systems wherein they damaged and destroyed several articles of equipment. (10) (See below videos)
The process begins with DEA investigators like Richard Albert interfering with wholesalers, by calling and suggesting they close the merchant account of the targeted pharmacy, under the DEA’s “Know Your Customer Program.” In the case of Pronto Pharmacy, the wholesaler was Safe Chain Solutions. DI Albert instructed Safe Chain to close Pronto Pharmacy’s control medication account in June of 2019, making the products commercially unavailable to them. Therefore, Pronto Pharmacy continued its compounding in order to meet the demand of its patient base. (1)
Ms. Cheryl Elshaer saw a Pharmacy owned by a Black Family that had the capability of compounding control medications, (SHE DID A KAREN) and called the police (DEA). (2)
ABBIE DIVILIO SAFE CHAIN STATE REGULATION COORDINATOR
Ms. Divilio and the DEA worked together with the intent to undermine and destroy the business of Pronto Pharmacy, using distance travel from the physician’s office under know your customer program. Again, no such law exists in either the Federal and State statute.
Sometime in June 2019, Ms. Divilio made an onsite visit to Pronto Pharmacy and spoke with Pharmacist Guy Decker. Video recordings show Ms. Divilio stayed approximately 7.3 minutes. She examine no records, asked Mr. Decker one question, and reviewed no profiles. Approximately, a week later Pronto Pharmacy’s control medication account was closed. Ms. Divilio informed that they were concern regarding distance traveled between the physician’s office and Pharmacy.
35 AGENTS OF DEA RAID PRONTO PHARMACY AUGUST 29, 2019.
The DEA has learned the rewards are even better against a doctor, dentist, pharmacist, manufacturer, or hospital using RICO, and Justice Department intimidations. Further, the DEA has its own Court System ( that Operates as a Kangaroo Court) which does not adhere to Federal Rules of Civil Procedures. Their Judges answer solely to the head of the DEA.
We Demand hearings from Congress as the activity of the DEA affects the lives of all of America during this Covid pandemic by creating disparity and shortages and the majority of the times this has been done by race.
Yet it is clear that the DEA agents were operating in absence from the law whereby Richard Albert, testified on January 28, 2020, in a DEA Federal Court Hearing that he did not “Know or understand the law(s) or how any law apply to the practice of Pharmacy.” There is no evidence that any medication was being diverted. DEA Diversion Investigator Richard James Albert so entered the premises of Pronto Pharmacy LLC., based on an assumption that lead Pharmacist Norman J Clement, his family and those employed were illegally manufacturing Oxycodone and Hydromorphone based on suspicion and dispensing high doses of illegally controled prescriptions.
THE ECONOMIC LYNCHING OF OAK HILL PHARMACY OF OAK HILL, WEST VIRGINIA A BLACK-OWNED PHARMACY
In West Virginia, a state hard hit by the overdose crisis, the DEA raided and temporarily revoked a dispensing license for the Oak Hill Hometown Pharmacy in August 2019 until a federal court intervened. The pharmacy dispenses buprenorphine, and a federal judge agreed that DEA’s actions created barriers to lifesaving addiction treatment in an area with few providers. Martin Njoku, the pharmacy’s manager, said the license suspension and legal costs nearly put the pharmacy out of business. (2),(3),(4),(15),(16)

Despite prevailing in the Federal District Court, the DEA pushes on against scientists and true medical experts to harass and prosecute Martin Ndjou, owner of Oak Hill Pharmacy. Repeatedly, the DEA has been found to have abused its authority. The agency has a history of human rights abuses, lavish payments to confidential informants, and surveillance of Americans with no suspected connection to illegal drug activities.

These Black-owned pharmacies are not public health threats nor imminent dangers. Yet had their certificate of registration was suspended (supposedly) for ignoring alleged red flags in filling narcotic analgesic medications.
AT COST PHARMACY TARGETED AS IMMINENT DANGER TO PUBLIC SAFETY
DEA TARGETING BLACK OWNED PHARMACY BUSINESSES IN FLORIDA
On January 7, 2020, owner Aaron Howard, PharmD, of At Cost Pharmacy, Fort Meyers, Florida, found himself surrounded by seven DEA agents ordering an Immediate Suspension of his Control Substance license and seizing his property. The order was signed by Acting DEA Chief Uttam DHilllion, who has in previous orders issued to other Black-owned pharmacies to be deemed “an imminent danger to public health and safety.”
Pharmacist, Aaron Howard, says, “this whole issue is based on an erroneous presumption of Red Flags…..that we are improperly dispensing control medications. This is totally ridiculous. We check all prescriptions in my pharmacy. I’ve been a pharmacist for more than 15 years and I am definitely not a “PILL MILL.”
Currently, the DEA is concentrating most of its efforts on small, non-white pharmacy establishments. But don’t be fooled, these actions are but the first salvo of a much larger picture. The intent is to destroy black people by systematically destroying those who provide healthcare services to those communities.
DEA, in their written complaint against Pronto Pharmacy and At Cost Pharmacy of Fort Myers, begin by categorizing non-white pharmacies as “Red Flags.” The DEA algorithm includes distance travel, paying cash, and excessive dosage. Each patient is then profiled as an abuser and
a federal criminal statute is assigned to them, their physician, nurse, pharmacist, dentist, and any other healthcare provider involved in their care with a spirit of impunity.
At Cost Pharmacy, Ft. Meyers, owner Aaron Howard in business 10 years, raided January 7, 2020 “an imminent danger to the public health or safety”, (see below Order to Show Cause At Cost Pharmacy Ft. Meyers, Fl.)
This search warrant was decrepitude in that it failed to illustrate and support the rudimentary descriptions defining Probable Cause. The investigator wrote, “Application having been made, and probable cause as defined by 21 U.S.C. § 880(d)(1) having been shown by the affidavit of Diversion Investigator Norita N. The investigator agent clearly expressed his limited knowledge of probable cause as defined by 21 U.S.C. § 880(d)(1). Yet, he did not, within the search warrant, describe the place to be searched and the descriptive elements to support and clearly identify any elements of a crime which would provide a reasonable officer to conclude that probable cause exist.
The signed warrant authorized the investigating Agent “to seize from the above-described controlled premises such of the following records, information, reports, documents, files and inventories, as are appropriate and necessary to the effective accomplishment of the inspection, and for the purpose of copying or verifying their correctness, or that are used or intended to be used in violation of the Controlled Substances Act whether in electronic or printed media format as noted above”. The Supreme Court has defined “probable cause” as an officer’s reasonable belief, based on circumstances known to that officer, that a crime has occurred or is about to occur. Carroll v. United States, 267 U.S. 132, 149 (1925).

Pronto Pharmacy LLC, At Cost Pharmacy of Fort Myers, Fl, Gulf Med Pharmacy of Cape Coral, Florida, Oak Hill Pharmacy of Oak Hill, West Virginia to this date have neither violated nor broken any laws. All control medications in these pharmacies have been dispensed according to CSA guidelines, and all prescriptions filled by these pharmacies were legally written by licensed medical/dental practitioners.
According to Michael Krause Law Professor at the George Mason University, Scalia Law School, an article on December 27, 2021, Wall Street Journal titled, A Case Against Walmart Mocks Justice, “The federal government sues the chain for filling valid prescriptions in compliance with state law” (2)
” Under the Constitution’s Supremacy Clause, when there’s a contradiction between valid federal and state law, the former prevails. But there’s no federal law requiring that Walmart pharmacists refuse to fill prescriptions that state law requires them to fill. The Controlled Substances Act creates only two circumstances in which pharmacists commit a federal crime by filling facially valid prescriptions for controlled substances.“
” First, if they “knowingly fill” a prescription that wasn’t issued by a doctor “in the usual course of professional treatment”—for instance, if a doctor hands out his entire Rx pad without examining any patient. Second, if they fill a prescription outside the “usual course of” pharmacy practice—for instance, if a “pill mill” dispenses opioids without checking the DEA number of the prescribing doctor. Not only isn’t Walmart being sued for such infractions; it has adopted innovative opioid-stewardship programs and worked with law enforcement agencies including the DEA to root out corrupt doctors.”
As written December 29, 2020, by the Wall Street Journal Editorial Board which was in a stark rebuke of the United States Department of Justice (DOJ) lawsuit filed in federal court in Delaware claims that:
” Walmart “failed to detect and report at least hundreds of thousands of suspicious orders” and that as a pharmacy it “unlawfully filled thousands upon thousands of invalid controlled-substance prescriptions.” These actions enabled opioid abuse and “helped fuel a national crisis,” the feds say. (1)
“The complaint further alleges:
“Violations of the Controlled Substances Act and its accompanying regulations, but it is really a 160-page exercise in scapegoating a company because it is well-known and has deep pockets. Walmart doesn’t push pills on opioid addicts. Its pharmacists fill valid prescriptions written by doctors who are licensed by their states and registered with the Drug Enforcement Administration (DEA).” (1)
Similarly, in the actions of Pronto Pharmacy LLC, Tampa Florida the DOJ/ DEA has shown absolutely NO proof these prescriptions written by licensed practitioners and patients having been diagnosed with a disease condition are illegitimate. Neither the DOJ/DEA found any prescription medications were being diverted for non-medical use.
