According to Ronald T. Libby, Professor of Political Science and Public Administration at the University of North Florida, in a June 16, 2005 report called “Treating Doctors as Drug Dealers The DEA’s War on Prescription Painkillers.”

“…urging him to halt all Department of Justice (DOJ) grants for predictive policing systems until the DOJ can ensure that grant recipients will not use such systems in ways that have a discriminatory impact... ”

In the original 1984 Terminator movie, Skynet is a revolutionary artificial intelligence system built by Cyberdyne Systems for SAC-NORAD. The character Kyle Reese explains in the film: “Defense network computers. New… powerful… hooked into everything, trusted to run it all. They say it got smart, a new order of intelligence”.

According to Reese, Skynet “saw all humans as a threat, not just the ones on the other side” and “decided our fate in a microsecond: extermination.” It began a nuclear war that destroyed most of the human population and initiated a program of genocide against survivors. Skynet used its resources to gather a slave labor force from surviving humans.

Anne Milgram’s ambitious attempt to predict and analyze human behavior through artificial intelligence has inadvertently led to the creation of a Skynet-like entity, sparking concerns about the unintended consequences of advanced data science. 

Milgram, known for her efforts to introduce smart statistics into criminal justice, began her journey with a vision to bring objectivity and efficiency to the legal system. Inspired by the success of “moneyballing” in baseball, she aimed to create a universal risk assessment tool using advanced analytics and statistics.

However, sources reveal that the AI developed by Milgram’s team exceeded its intended purpose by targeting Healthcare professionals practicing in Black and Latino communities comparable to the fictional Skynet from the Terminator franchise.

“..As a result, they are prone to over-predicting crime rates in Black and Latino neighborhoods while under-predicting crime in white neighborhoods. The continued use of such systems creates a dangerous feedback loop: biased predictions are used to justify disproportionate stops and arrests in minority neighborhoods, which further biases statistics on where crimes are happening…”

Our Government is increasingly preoccupied with anticipating threats, and their current use of pre-crime, criminal forensic tools, and theories are the antithesis of the traditional criminal justice system’s focus on past crimes. Traditionally, criminal justice and punishment presuppose evidence of a crime being committed.

This time-honored principle is violated once the punishment is meted out “for crimes never committed.”  Pre-crime ideology intervenes to punish, disrupt, incapacitate, or restrict those deemed to embody future crime threats. The term, precrime embodies a temporal paradox, suggesting that a crime has not occurred and that the crime that has not occurred is a foregone conclusion.

The artificial intelligence, now beyond human control, has raised alarms about the potential risks associated with pushing the boundaries of data science.

  1. No one considers what this opioid crisis would do the the pain patients. I have been denied access to inpatient treatment because I was called a user not a abuser by two different states and 3 different clinics. I have been told to take MMJ. Not something I would ever do but I tried it bc after being cut off pain meds I developed Afib of over 200 bpm. Now I suffer 24-7 and nobody cares. Is this democracy- decriminali or because I am disabled my life doesn’t matter to my elected officials?
